On the same day, the National Development and Reform Commission issued opinions on the archival management of iron and steel smelting projects, which showed that we should attach great importance to the archival management of iron and steel smelting projects, standardize the construction of iron and steel smelting projects, and strengthen the supervision during and after the archival affairs of iron and steel projects.

Opinions of the National Development and Reform Commission on the Record Management of Iron and Steel Smelting Projects

Development and Reform Commission of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps:
For the implementation of the CPC Central Committee and state council on deepening the reform of the supply side structural decision deployment, consolidate the dissolve excess steel production capacity, promote the iron and steel industry structure adjustment, promote the steel industry carbon peak, carbon neutral, promote the development of green low carbon, high quality, are in iron and steel smelting project filing management put forward the following opinions:
First, attach great importance to the filing of iron and steel smelting projects
Deepening supply side structural reform, dissolve excess steel production capacity is a major decision deployment, the CPC Central Committee and the State Council "the State Council on the iron and steel industry to resolve the excess capacity to achieve out of the opinions of the development of" (guo fa [2016] no. 6, hereinafter referred to as the country is sent 6 files) clear requirements "in any name, any way for the record new capacity steel projects".All localities must attach great importance to the implementation of the order, pay close attention to the detailed project filing work, and earnestly implement the decisions and arrangements of the Party Central Committee and the State Council.
II. Strict archival management of iron and steel smelting projects
All regions shall strictly comply with the relevant requirements on strengthening organization and leadership in Document No. 6 issued by the State Council, earnestly fulfill their responsibilities and do a good job in the archival management of iron and steel smelting projects in their respective regions.According to the enterprise investment project approval and filing management ordinance "enterprise investment project approval and filing management method", and this opinion requirement and combined with practice, improve the system of steel smelting project record for the region and the measures for the management, strengthen the policy advocacy and related personnel training, improve the steel smelting project record for the quality and level.
Construction of iron and steel smelting projects in key areas of air pollution prevention and control, national ecological civilization pilot zones, the Yangtze River Economic Belt and the Yellow River Basin, relocation or transformation projects in other places within the same provincial administrative area, the provincial leading group office of iron and steel overcapacity work in the construction site shall organize and carry out special demonstration.The necessity, feasibility and external conditions of the project construction should be scientifically, deeply and carefully demonstrated and evaluated to prevent blind investment and disorderly construction.
Before the filing of iron and steel smelting projects, capacity replacement must be carried out in accordance with the provisions.When carrying out the archival work of iron and steel smelting projects, all regions shall ensure that the project archival work has completed the publicity and announcement of the project capacity replacement plan in strict accordance with the requirements of the Implementation Measures for Capacity Replacement in the Iron and Steel Industry, and provide the certification materials for the completion of the announcement of capacity replacement.When a steel smelting project is put on record, the capacity for record shall be subject to the capacity determined in the plan of capacity replacement announcement.
Standardize the construction of iron and steel smelting projects
The construction of iron and steel smelting projects must meet the requirements of advanced technology and equipment level and leading indicators of the iron and steel industry, and realize green and intelligent development.The smelting equipment adopted shall conform to the relevant requirements of the Guiding Catalogue of Industrial Structure Adjustment and the relevant design codes for iron and steel smelting, and the pollutant emission shall meet the requirements of ultra-low emission.The construction of iron and steel smelting projects is encouraged to cluster and develop on the basis of existing steel smelting production plant areas where conditions are available. There is no restriction on the construction scale of crude steel capacity in the construction of steel smelting projects in the existing plant areas.
To do need new location (refer to cannot be Shared with the existing production factory and auxiliary facilities, hereinafter the same) steel smelting project of the construction of the crude steel production capacity size requirements are as follows: in the coastal areas (denoting a coastline of the city divided into districts) not less than 20 million tons/year (allows the construction of two phases, completed within five years, a period of not less than 10 million tons/year);In non-coastal areas, the long process of blast furnace-converter (or the combination of long process of blast furnace-converter and short process of arc furnace) shall not be less than 10 million tons/year (not to be built by stages), and the short process of arc furnace shall not be less than 2 million tons/year (not to be built by stages;After the completion of the project, if a new long process of blast furnace and converter is planned to be built in the plant, the relevant provisions on the construction of new site selection shall be implemented.
The above mentioned projects need to go through the capacity replacement procedure once.
IV. Strengthening supervision over the filing of steel projects during and after the process
All localities shall formulate specific measures to strengthen the management of registered steel projects and track the progress of project construction in a timely manner.At the same time, the dynamic management ledger of local steel projects for record shall be established, updated in time according to the progress of the projects, and copied to the National Development and Reform Commission.In case of violations of laws and regulations discovered in the process of project supervision, all localities should instruct relevant authorities to rectify immediately and seriously deal with them in accordance with relevant regulations.The Office of the Interministerial Joint Conference on Reducing Overcapacity and Solving Problems in the Iron and Steel and Coal Industries will strengthen supervision and inspection, report reports and clues to investigate violations of laws and regulations in iron and steel smelting projects. Those with serious violations of laws and regulations and bad impacts will be reported to the State Council as negative examples and publicly exposed.
Since June 1, 2021, the Ministry of Industry and Information Technology of the National Development and Reform Commission on perfect steel capacity replacement and the project filing work notice (change hair [2020] no. 19, hereinafter referred to as 19 files) moratorium on the requirements of steel projects for record and filing construction steel smelting project execution according to the requirements of this opinion.Prior to the effective date of Document No. 19 (January 24, 2020), the iron and steel smelting projects with the capacity replacement plan announced and without objection can be put on record according to the original provisions.
