This is unfair, has affected the development of the industry, and has not met the original intention.In order to avoid the "one-size-all" simple apportion task, steel association believes that the state and local production reduction program should be considered in the "three limits, two unlimited".The "three limits" refer to the limits on the illegal new capacity and non-standard capacity replacement since 2016;Limit the iron and steel production of poor environmental protection management level or the output of non-standard enterprises;To limit the output of the whole blast furnace and to limit the crude steel output by limiting the pig iron output."Two restrictions" is not limited to reach the ultra-low emission grade A enterprise steel capacity;No limit on electric furnace short process steelmaking capacity.But the so-called is not limited, nor is it an unrestrained increase in production and expansion.

Third, do a good job in the battle of low-carbon and green development, and strive to achieve the carbon peak of the steel industry in advance of the 14th Five-Year Plan.The CPC Central Committee attaches great importance to carbon peak and carbon neutral work. The ninth meeting of the Financial and Economic Commission of the CPC Central Committee has included carbon peak and carbon neutral in the overall plan of ecological civilization construction.As a highly energy-intensive industry, the steel industry has the responsibility and obligation to achieve carbon peak as soon as possible.In February this year, the Iron and Steel Association issued the "Iron and Steel Responsibility, Begin a New Journey of Low Carbon -- Promoting Low Carbon Action Proposal for the Iron and Steel Industry", calling on the whole industry to implement the spirit of General Secretary Xi Jinping's important instructions, the Party Central Committee and the State Council's unified decision-making and deployment, and accelerate the industry's carbon emission reduction work.To achieve both high-quality development and carbon emission reduction, it is necessary for the steel industry to achieve breakthroughs in the following four aspects: one is to achieve carbon peak through the decline of crude steel output.At present, the comprehensive energy consumption per ton of steel of the member enterprises of the steel association has been reduced to 545 kg of standard coal, and there is limited room for further reduction in the future, that is, the reduction intensity per unit of carbon emission reduction in the future is very limited.Therefore, to achieve the total reduction of carbon emissions, the first to control steel production.Second, to promote a breakthrough in low-carbon metallurgy technology.Many iron and steel enterprises and scientific research institutes in China have made beneficial attempts in hydrogen reduction and carbon dioxide capture and utilization, and some progress has been made, but there are still many difficulties to realize industrial application.To solve this problem, the government, industry and enterprises need to make concerted efforts to strengthen exchanges with their counterparts around the world and make joint efforts to achieve breakthroughs as soon as possible.Third, optimize the process structure, improve the ratio of electric furnace steel.Due to the constraints of high cost of short process, insufficient scrap resources and other conditions, China's steel production for a long time is mainly dominated by long process, electric furnace short process accounted for only about 10%.It is an inevitable choice to optimize the steel-making process structure in China and increase the proportion of electric furnace steel.Fourth, the upstream and downstream cooperation to promote the promotion and application of high strength material saving steel.Promoting the use of high-strength, corrosion-resistant and long-life steel is not only the need of upgrading steel products, but also the requirement of green development in the whole life cycle.We should timely improve the steel quality standards and steel industry design specifications, truly reduce the use of steel, so as to achieve carbon emission reduction.
