The United States issued the fourth sunset anti-dumping review final ruling on fixed size carbon steel plate

On March 8, 2021, the Department of Commerce of the United States issued a notice stating that the Fourth Rapid Sunset Review of Anti-dumping Measures against imports of Cut-to-Length Carbon Steel Plate from China, Russia and Ukraine has made a final ruling, and that if the anti-dumping measures in this case are lifted, the United States Department of Commerce (DOC) has issued a final ruling against imports of Cut-to-Length Carbon Steel Plate from Ukraine.This will result in the continuation or recurrence of dumping of Chinese products with a dumping margin of 128.59%, the continuation or recurrence of dumping of Russian products with a dumping margin of 185.00%, and the continuation or recurrence of dumping of Ukrainian products with a dumping margin of 237.91%.The United States harmonized tariff codes of the products in question are 7208.40.3030, 7208.40.3060, 7208.51.0030, 7208.51.0045, 7208.51.0060, 7208.52.0000, 7208.53.0000, 7208.90.0000, 7210.70.3000, 7210.90.9000, 7211.13.0000, 7211.14.0030, 7211.14.0045, 7211.90.0000, 721240.1000, 7212.40.5000 and 7212.50.0000.


On December 3, 1996, the US department of commerce initiated anti-dumping investigation against imports of fixed size carbon steel plates from China, Russia and Ukraine.On October 24, 1997, the United States officially imposed anti-dumping duties on fixed size carbon steel plates from China, Russia and Ukraine.On September 17, 2003, the United States extended for the first time the period for levying anti-dumping duties on the products in question, following the first positive final determination of the sunset review.On November 3, 2003, the United States terminated the agreement with China on suspension of anti-dumping duties on fixed-size carbon steel, and resumed the imposition of anti-dumping duties on Chinese products involved.Following the second final sunset review ruling on November 10, 2009 and the third final sunset review ruling on December 21, 2015, the United States continued to impose anti-dumping duties on Chinese defined-measure carbon steel and to extend the period of suspension of the agreement on anti-dumping duties on Russian and Ukrainian defined-measure carbon steel.On November 3, 2020, the Department of Commerce of the United States announced the initiation of the Fourth Sunset Anti-dumping Review on fixed-size carbon steel plates from China, Russia and Ukraine.
